Meet Our New Operations & Projects Coordinator

The Cheyenne Downtown Development Authority is pleased to welcome Cassidee Raffa as our new Operations and Projects Coordinator. She plays a key part in supporting both internal systems and external projects — from tracking downtown initiatives to coordinating with vendors, City staff, and community partners.

We’re thrilled to have her on the team — welcome, Cassidee!

Spiker Parking Garage Updates & Improvements

Over the past two years, the City of Cheyenne Community Recreation and Events Department has worked to make Spiker Garage safer, brighter, and more convenient for visitors.

Recent Improvements at Spiker Garage

  • Walls, ceilings, and stairwells freshly painted, with full completion expected by the end of the week
  • LED lighting lowered for improved visibility
  • 70 speed bumps installed
  • 60 corner guards added to protect pillars
  • 12 new “Fire Employees” signs installed on the second floor
  • 20 compact car parking spaces added, with additional spaces possible based on demand
  • Parking spaces repainted, including upcoming yellow exit marking touch-ups
  • New gates installed on the fourth floor
  • Upcoming additions include floor numbering signs, directional arrows, and refreshed handicap parking markings and signage

Purchase a Monthly Parking Pass

As of July 1, 2025, the monthly permit for the Jack C. Spiker Parking Structure located at 17th Street and Pioneer Avenue was reduced from $45 to $30 per month. This provides an annual savings of $180 for covered parking, excluding the fourth floor.

Based on the daily rate of $4 per day after the first two hours.

October Board Meeting

Due to the City Building closure, the DDA Board meeting on October 16 will be held at 1920 Thomes (Western Vista conference room) beginning at 11:00 AM instead of 10:00 AM.

Temporary Office Relocation

Due to the temporary closure of the Cheyenne Municipal Building, the DDA office has relocated to the U.S. Bank Building, 2020 Carey Ave., 5th Floor, Suite 509¾.

Visitors may stop by the temporary office location or contact the DDA by phone at 307-433-9730 or by email.

Downtown Halloween Trick-or-Treat

Saturday, October 25 | 11 AM – 2 PM

Families and little ghouls take over downtown for a safe and festive Halloween tradition. The DDA will provide a starter candy stash; participating businesses should plan to bring additional supplies. For more information, contact Corey at [email protected].

Businesses must sign up to participate in the Trick-or-Treat event by October 17. Complete the participation form.

Seasonal Plantings Now in Place Downtown

The Cheyenne DDA’s local planter vendor, Air-O-Fresh, completed seasonal planting in the downtown planters, and DDA staff also installed eight new water-friendly planters at 17th Street and Capitol Avenue as part of an ongoing pilot program. 

This year’s design features a red, white, and blue palette in recognition of America’s 250th anniversary, paired with Indian Mint and Dracaena Spike to add seasonal color and texture across the Downtown District.

The planter program continues to evolve in response to community feedback and plays an ongoing role in supporting a downtown environment that is visually maintained and seasonally active.

Advancing the Reed Avenue Rail Corridor Project

The Cheyenne City Council has approved Agreement 22905 with BNSF Railway, marking an important step in advancing the Reed Avenue Rail Corridor Project.

The agreement is required for the project’s participation in the Federal Railroad Administration’s Railroad Crossing Elimination Program and establishes the framework needed for continued project development, final design, and coordination within the rail corridor.

With this approval in place, the City can continue advancing planning and design work associated with safety improvements, including the elimination of multiple at-grade crossings and enhanced corridor safety measures.

On April 27, 2026, City Council also approved a $5 million appropriation from general fund reserves to support the Reed Avenue Rail Corridor Project. This funding is contingent upon final approval of the project plan by BNSF Railway and will only be utilized if the project advances through that approval process.

18th Street Reconstruction Project Open House

The City of Cheyenne will host a public open house to share preliminary design considerations for the 18th Street Reconstruction Project, which will impact a key corridor within the Downtown District.

The meeting will provide an opportunity to learn more about the project, review informational display boards, and speak directly with the project team. A brief presentation will begin at 5:30 p.m.
