DDA Plan of Development Update: Q2 2025

On February 24, 2025, the Cheyenne City Council officially adopted the 2024 Cheyenne Downtown Development Authority (DDA) Plan of Development, now available at cheyennecity.org/dda.

This living document outlines four core focus areas essential to downtown revitalization:

  • Building & Street Character
  • Economic & Cultural Development
  • Infrastructure & Land Use
  • Transportation & Parking

The plan is designed to evolve through regular reviews and updates to remain responsive to community needs and future opportunities.

Following adoption, the DDA has actively begun implementation efforts. The DDA Board held a work session on April 17 to establish initial one-year goals.

Wyoming Small Business Development Center Network

The Wyoming Small Business Development Center (SBDC) Network offers confidential, no-cost assistance for both established business owners and individuals preparing to launch a new venture.

Experienced advisors located throughout Wyoming provide support in areas including market research, business planning, financing, loans, succession planning, and more.

The SBDC also helps existing businesses pursue growth opportunities through strategic planning, innovation funding guidance, and assistance with local, state, and federal government contracting.

The Future of the DDA: What’s Next for Its Partnership with the City?

The Cheyenne DDA is a municipal board focused on downtown revitalization, supported by a voter-approved mill levy and guided by state statute. The organization plays an important role in shaping downtown’s future, and its partnership with the City continues to evolve.

As the DDA and the City prepare to revisit their current agreement, this is an opportunity to better understand how the partnership works, what topics are being discussed, and why the relationship matters for the future of Downtown Cheyenne.

Funds Still Available: Cheyenne DDA COVID Downtown Rental Assistance Program

During the COVID-19 pandemic, the City of Cheyenne allocated federal funding to the Cheyenne DDA to establish the COVID Downtown Rental Assistance Program. The program provides emergency financial assistance grants to eligible business tenants located within the DDA District boundaries.

Funding remains available for eligible downtown businesses that have experienced uncontrollable circumstances related to the impacts of COVID-19 and can demonstrate a genuine need for financial support to avoid permanent closure.

Downtown Projects on Connect Cheyenne

The 2024 Plan of Development identifies several City of Cheyenne catalyst projects that will be supported by the Cheyenne DDA, including the 15th Street Experience, the Reed Rail Corridor, and Pump House Park. These initiatives are intended to support a more vibrant and active downtown district.

As part of the City’s Connect Cheyenne public engagement platform, a dedicated downtown projects page has been created to help keep the community informed and involved. Visitors can review project updates, explore current initiatives, and provide feedback through surveys and interactive engagement tools.

We Want Your Input

The Cheyenne Downtown Development Authority (DDA) recognizes the need for stronger communication and is actively working to improve transparency, engagement, and community involvement throughout downtown.

The DDA is taking steps to ensure downtown stakeholders have more opportunities to stay informed, provide feedback, and participate in ongoing conversations about the district’s future.

Beginning this quarter, each newsletter will include a brief feedback survey to help identify what is working well, where improvements are needed, and which topics should receive additional focus.

In addition, the DDA will begin hosting weekly Satellite Days at rotating downtown locations. These informal sessions will provide opportunities to meet with DDA staff, ask questions, share feedback, and discuss downtown priorities. Staff will also continue regularly visiting businesses and properties throughout the district to maintain direct community engagement.

Downtown Cheyenne Market Analysis: Q2 2025

The Cheyenne DDA plays a critical role in fostering a vibrant, economically resilient, and welcoming downtown district through efforts that stop and prevent the spread of property deterioration and blight within the Downtown District. This quarter, we’re focusing on a high-level economic and real estate market analysis of downtown Cheyenne to get a baseline assessment of current property conditions, market dynamics, and investment potential within the DDA boundary.

Throughout the year, we’ll be diving deeper into key priority indicators (KPIs) related to the economic health of downtown to support strategic planning, redevelopment efforts, and investment attraction in alignment with the 2024 DDA Plan of Development.

Downtown Events

The DDA is proud to support community-driven events such as Fridays on the Plaza and Screen on the Green, which help bring people downtown and create engaging experiences for residents and visitors.

These events support local businesses, encourage economic activity, and align with the goals outlined in the DDA Plan of Development by strengthening cultural vitality and promoting downtown as an active community destination.

Upcoming DDA Sponsored Events

Fridays on the Plaza

Live music, local food trucks, and community gatherings return to Depot Plaza this summer. Watch for the upcoming event lineup and enjoy weekends in Downtown Cheyenne.

Screen on the Green

Following last year’s successful turnout of more than 400 attendees, Screen on the Green returns for another season of free outdoor movies at Civic Commons Park.

Upcoming movie nights will take place on June 5 and August 19. Guests are encouraged to bring blankets and lawn chairs for a family-friendly evening in downtown.

Seasonal Plantings Now in Place Downtown

The Cheyenne DDA’s local planter vendor, Air-O-Fresh, completed seasonal planting in the downtown planters, and DDA staff also installed eight new water-friendly planters at 17th Street and Capitol Avenue as part of an ongoing pilot program. 

This year’s design features a red, white, and blue palette in recognition of America’s 250th anniversary, paired with Indian Mint and Dracaena Spike to add seasonal color and texture across the Downtown District.

The planter program continues to evolve in response to community feedback and plays an ongoing role in supporting a downtown environment that is visually maintained and seasonally active.

Advancing the Reed Avenue Rail Corridor Project

The Cheyenne City Council has approved Agreement 22905 with BNSF Railway, marking an important step in advancing the Reed Avenue Rail Corridor Project.

The agreement is required for the project’s participation in the Federal Railroad Administration’s Railroad Crossing Elimination Program and establishes the framework needed for continued project development, final design, and coordination within the rail corridor.

With this approval in place, the City can continue advancing planning and design work associated with safety improvements, including the elimination of multiple at-grade crossings and enhanced corridor safety measures.

On April 27, 2026, City Council also approved a $5 million appropriation from general fund reserves to support the Reed Avenue Rail Corridor Project. This funding is contingent upon final approval of the project plan by BNSF Railway and will only be utilized if the project advances through that approval process.

18th Street Reconstruction Project Open House

The City of Cheyenne will host a public open house to share preliminary design considerations for the 18th Street Reconstruction Project, which will impact a key corridor within the Downtown District.

The meeting will provide an opportunity to learn more about the project, review informational display boards, and speak directly with the project team. A brief presentation will begin at 5:30 p.m.
