If you’re a Downtown District investor, the Cheyenne Downtown Development Authority (DDA) has a wide range of grants and programs in place to support making your “someday” projects a reality.

Programs and Grants Offered by the Cheyenne DDA

Capital Improvement Grant

These funds are available to those making improvements within the public right-of-way (ROW), such as lighting, streetscapes, and similar enhancements.

Facade Improvement Grant

Apply for funds to improve façades and public-facing elements that contribute to the character, accessibility, and vitality of the Downtown District’s streetscape.

Sidewalk Improvement Grant

If your sidewalk area is deemed a hazard by the City Engineer’s Office, the Cheyenne DDA will cover 50% of sidewalk repair costs.

City of Cheyenne Development Incentive Program (DIP)

The City Development Incentive Program (DIP) helps support eligible development projects by reimbursing qualifying building permit fees.

The program remains open through June 30, 2030. Because the program is capped at $200,000, applicants are encouraged to submit applications early.

How to Apply for the DIP Program

Meet Eligibility Requirements

Projects must meet at least one of the following criteria:

  • Be located within the Downtown Core Development Area
  • Provide income-restricted housing at 80% AMI for a minimum of 15 years
  • Involve a contributing historic structure with proposed improvements that maintain the building’s historic integrity

Apply for and Receive a Building Permit

Apply online for a building permit or apply in person at 2101 O’Neil Ave., Suite 202.

Complete the Eligible Project

Projects must be completed within one year of the reimbursable building permit issuance date.

Submit the Fee Reimbursement Application

Visit the City of Cheyenne OpenGov Portal to complete the Fee Waiver Reimbursement application and follow the provided instructions.

Eligible projects must be completed before June 30, 2030, to qualify for reimbursement.

Cheyenne-Laramie County Economic Development Joint Powers Board: Grants and Loans

The Joint Powers Board is a powerhouse of local collaboration that provides economic development resources to organizations and community projects throughout the county. They offer both grants and loans to help enhance Laramie County projects and support existing (and emerging) local businesses.

Tax Increment Financing (TIF)

Tax Increment Financing (TIF) is a way for your investment to literally help build the neighborhood around you, allowing the “increment” of new property tax value created by your improvement to help fund the public infrastructure or costs associated with the development itself.

Historic Preservation Tax Incentives

Interested in renovating a certified Historic Building in Downtown Cheyenne? You may be able to claim 20% of qualified expenses on a certified rehabilitation project as a credit on Federal income taxes.
