What Is the Façade Improvement Grant?

The Façade Improvement Grant is designed to support the revitalization and beautification of the Downtown District by funding improvements to building façades and public-facing elements that contribute to the character, accessibility, and vitality of the streetscape.

All improvements must provide a public benefit and enhance the public realm or right-of-way experience visible from the sidewalk, alley, or other public right-of-way.

Who Is Eligible to Apply for the Façade Improvement Grant?

  • Property owners, businesses, or tenants located within the Cheyenne Downtown Development Authority (DDA) boundary with written approval from the property owner. An easement agreement will be required.
  • Nonprofit organizations or community groups proposing ROW improvements with a public use component
  • Public agencies, including the City of Cheyenne or Laramie County, undertaking eligible projects aligned with the DDA’s goals

Applicants can receive one FIP grant award per property, per year. Improvements previously awarded a DDA grant are not eligible.

Consideration for grant approval may favor properties listed as contributing to the Cheyenne Historic District and/or the National Register for Historic Places.

What Types of Improvements Are Eligible for a Façade Improvement Program Grant?

Grant funds may be used for permanent, high-quality improvements that are public-facing and enhance the pedestrian environment or public right-of-way.

Examples of eligible expenses include:

Building Façade Improvements

  • Restoration or replacement of exterior façade materials including brick, masonry, wood, or similar materials
  • Masonry cleaning, tuckpointing, or resurfacing
  • Repair or installation of architectural details or trim painting as part of a comprehensive façade improvement

Windows & Doors

  • Repair or replacement of street-facing windows and storefront glazing
  • Installation of transom or display windows
  • Restoration or replacement of main entry doors

What Types of Expenses Are Not Eligible for a Façade Improvement Program Grant?

  • Improvements not visible from the public right-of-way
  • Roof repairs, structural work unrelated to the façade, or interior renovations
  • Temporary or portable fixtures
  • Advertising or promotional signage
  • Routine maintenance without visual enhancement
  • Projects already underway before applying to the FIP
  • Promotion of a particular political party or religious viewpoint
  • Improvements not permitted by local ordinances
  • Improvements or modifications previously funded by a DDA grant within the past five years

Design Standards & Review

  • All projects must maintain or enhance the historic and architectural character of the building and district, when applicable
  • Improvements must comply with applicable DDA design guidelines and municipal codes
  • Improvements must comply with all building codes, secure all required permits, and utilize contractors licensed with both the State of Wyoming and the City of Cheyenne
  • All projects require DDA review and approval prior to commencement

Public Benefit Criteria

Projects must:

  • Enhance the visual quality and character of the streetscape
  • Improve pedestrian comfort, safety, or accessibility
  • Be publicly visible and accessible

Grant Amount & Match

  • Matching reimbursement grant covering up to 65% of eligible costs, depending on the category of improvements
  • Maximum grant award of $80,000 per project per property
  • Reimbursement provided after completion of approved improvements, completion of the agreement, and DDA-approved site inspection

Evaluation Criteria

Applications will be evaluated based on the following criteria:

  • Public Benefit: Demonstrated contribution to safety, accessibility, or beautification
  • Alignment: Consistency with the DDA Plan of Development
  • Location Priority: Projects located on key corridors or catalytic areas identified in the DDA’s Plan of Development
  • Feasibility & Readiness: Evidence of readiness to execute, including permits, approvals, and project timeline
  • Funding Leverage: Additional funding sources and community support

Application Process

Pre-Application Meeting (Required)

Meet with DDA staff to confirm eligibility and discuss project scope. Schedule a pre-application meeting here.

Application Submission

Complete the application form including:

  • Project description, cost estimate, and timeline
  • Site plan, façade elevations, or drawings, when applicable
  • Letters of support, when applicable
  • Photos of existing conditions
  • Two estimates for each proposed improvement item to ensure competitive pricing

Staff Review

Internal review for compliance and completeness.

Board Approval

Project presentation to the DDA Board for approval. The applicant will present the project on its behalf.

Agreement Execution

Grantee signs an easement agreement outlining project scope, reporting expectations, and a five-year DDA easement on funded improvements.

Implementation & Reimbursement

Submit invoices, photos, and inspection verification for reimbursement.

Reporting & Oversight

Projects must be completed within 12 months of award, measured from the date of Board approval, unless otherwise approved.

Funded projects must be maintained for five years after initial project completion.

The DDA reserves the right to inspect work and require corrective actions if work is non-compliant or deviates from the approved scope.

General Conditions

The DDA reserves the right to decline any application or request modifications.

All work must comply with applicable municipal codes, ADA guidelines, building codes, and permitting requirements.

Grantees are responsible for future maintenance unless otherwise agreed.

Recognition signage stating “Funded in part by the Downtown Development Authority” may be required.

Project Categories

General Exterior Cleanup

Goal

To generate awareness and pride in the buildings and the community.

Description

  • Removal of abandoned signage, abandoned hardware, and abandoned utility fixtures
  • Removal of non-historic, non-functioning fixtures
  • Removal or repair of exterior utility services

Source of Funds

Reimbursement grant paid upon project completion and submission of receipts. Funding structure includes a 60% owner match and a 40% DDA match.

Minimal Maintenance & Security

Goal

To protect the integrity of the building, prevent deterioration, and ensure the structure remains secure, stable, and functional.

Description

  • No bare wood or rusting metal surfaces
  • Masonry repointing, cleaning, and replacement of missing brick
  • Securing doors and windows
  • Removal of secondary siding or architecturally inappropriate exterior materials and finishes
  • Exterior painting, re-siding, and professional cleaning
  • Verification of roofing integrity

Reimbursement grant paid upon project completion and submission of receipts. Funding structure includes a 40% owner match and a 60% DDA match.

Note: If completing Level 1 and Level 2 improvements consecutively, the owner match requirement will remain 40% for both categories.

Restoration & Enhancement

Goal

To improve the economic viability of the building.

Description

Storefront enhancements may include:

  • Restoration or enhancement of the front façade or secondary façades, including side or alley-facing building surfaces visible from a public right-of-way
  • Window and door repairs or modifications, including cornice repair
  • Conversion of vacant buildings into active use

All work must comply with the Secretary of the Interior Standards for Rehabilitation.

Source of Funds

Reimbursement grant paid upon project completion and submission of receipts. Funding structure includes a 35% owner match and a 65% DDA match.

Note: If completing Level 1, Level 2, and Level 3 improvements consecutively, the owner match requirement will remain 35% across all three categories.
